CHAIN OF RESPONSIBILITY
The chain of responsibility is a policy concept used in Australian transport legislation to place legal obligations on parties in the transport supply chain or across transport industries generally.
The GVM is the total load the truck can carry on its own wheels, whereas GCM includes trailer weight. GCM (Gross Combination Mass) GCM is the total weight of the truck, trailer and their loads combined. GCM = Weight of truck + equipment + weight of trailer + payload.
The responsibility to comply with mass limits does not lay solely with drivers. The law makes a number of other people liable for overloads. If an overload offence occurs, charges can be brought against the:
- Driver’s employer or prime contractor
- Loading manager
